Dr. Jimell Roberts, Ph.D.
President & Founder
Dr. Jimell D. Roberts, Ph.D., is the esteemed President and Founder of Acts of Grace Bible College & Theological Seminary. A distinguished theological scholar and seasoned ecclesiastical leader, Dr. Roberts holds multiple earned degrees in theology, biblical studies, mental-health counseling and Christian leadership. His academic preparation includes studies in systematic theology, prophetic ministry, and higher education administration. He is currently engaged in continued research and development of accessible theological education models for emerging leaders.
Dr. Roberts is a consecrated Bishop Under the Leadership of His Apostolic Father, Bishop Dan Hayes of Boston, Massachusetts, a recognized Overseer in the Global United Fellowship under the leadership of Bishop Neil C. Ellis, and he serves with distinction as a member of the Hampton Roads Ecumenical Council of Bishops. He is also a certified and highly sought-after Overseer of Protocol, having served in various ministerial and ceremonial capacities across reformation lines, dioceses, and international ecclesiastical gatherings. His expertise in apostolic protocol and ecclesial order has positioned him as a respected voice in matters of church governance and ministerial training and education.
He has further served as a Regional Representative for the Ecumenical Council of Bishops & Apostolic Leadership (ECOBAL) for the Eastern United States, where he contributed to strategic leadership development and regional ecclesial collaboration. With oversight of more than 10 churches under the Transformation Life Covenant Fellowship, Dr. Roberts is recognized as a shepherd to shepherds, a pastor to pastors, and a prophetic voice and reformer in the 21st-century church.
An accomplished preacher, prophetic teacher, and organizational builder, Dr. Roberts is known for his ability to cultivate spiritually mature leaders, empower local churches, and strengthen interdenominational partnerships. His life’s work is deeply rooted in biblical truth, kingdom excellence, and the advancement of Christian education.
As President of Acts of Grace Bible College & Theological Seminary, Dr. Roberts leads with vision, integrity, and passion—equipping students with academic rigor, spiritual formation, and practical ministry tools to impact the world for Christ.

Dr. Clinton Hardy

General Education (GED)
Professor Hardy is a graduate of Newport News Apprentice School, Engineering Institute of Technology Program, Old Dominion University and Grace Bible College and Seminary. He retired from Huntington Ingalls and BAE Systems as a Mechanical Engineer. Professor Hardy is the Pastor of Deeper Life Shalom Ministries located in Hampton, Virginia and Executive Director of JTC Life Changing Center, Incorporated. He is currently employed as a Subject Matter Expert and Technical Writer for QED Systems and teaches the General Education Development (GED) certification and Biblical Studies for the Associate Degree Program at Acts of Grace Bible College and Theological Seminary in Hampton, Virginia. Professor Hardy has been married to his beautiful bride, Dr. Cecilia W. Hardy for more than 40 years, and a loving father to Emanuel L. Hardy.

Dr. Daniel Carrera
Professor
Minister Daniel S. Carrera is a retired US Army Veteran serving more than 20 years of service to his country as an Infantry, Intelligence, and Acquisition Military Officer. He holds a Doctorate from Canaan Theological and Seminary Bible College, a Master's in Organizational Leadership from Murray State University, and a Master of Business Administration with a concentration in Project Management from Strayer University. He recently received his Certified Workforce Development Professional (CWDP) certificate through the National Association of Workforce Development Professionals (NAWDP).

Dr. Andre Leaphart

Christian Counseling
Professor Leaphart is currently a Pastor and founder of Anointed Restoration & Truth (ART) Church which was started in February 2022. Professor Leaphart has earned a Bachelor’s Degree in Speech and Drama (cum laude), Masters of Divinity and a Master of Arts in Education. He has also completed doctoral coursework in Educational Leadership through Argosy University and is currently a student at Liberty University’s Doctorate of Ministry in Pastoral Counseling program. Mr. Leaphart is also well-known as a criminal justice reformer. He is actively using his voice as an instrument of Moral/Social liberation and constructive rage to dismantle over-incarceration of people of Color.

Dr. Victoria Harris

Applied Theology
Dr. Victoria Harris is known for her innate ability to encourage, empower and educate people toward professional, spiritual, physical and overall life balance. She is known for her gifted ability to administrate across multiple industries. In addition to over twenty years of ministry and marketplace administrative experience, professionally, she has served two Presidential Terms as the Operations Coordinator for the Presidential Daily Briefing Office of the CIA and currently serves in the Pastoral Ministry and Social Concerns Office of the Catholic Archdiocese of Washington providing Pastoral and archdiocesan wide social support for 3 senior level directors and over 139 parishes with their priest. She is a multi-published author and the CEO of LVH Building and Land Developments and SHE Brands Marketing and Coaching. Dr. Harris is an alumnus of George Mason University and Acts of Grace Bible College and Theological Seminary. She is the Sr. Pastor of Fire House Ministries and along with that honor, her greatest accomplishments are being the wife of Bishop LeVar Harris and mother to Diamonique Williams.

Ms. Jacque Morton M.C.C.
Executive Director of Adminissions
Ms. Jacque Morton serves as the Executive Administrator of Admissions at Acts of Grace Bible College & Theological Seminary. She oversees the processing of student applications, the hospitality and onboarding of new students, and the review of academic transcripts. With a strong commitment to excellence and a welcoming spirit, Ms. Morton ensures that every student entering the seminary experiences a smooth, professional, and supportive transition into their academic journey.

Terrell Wiggins B.A.

Professor Terrell O. Wiggins is the Lead Pastor of New. Mt. Joy FFL Ministries of Suffolk, Virginia. He hails from Hampton VA. Studied his Master of Theology degree from Acts of Grace Bible College, HBCU of Hampton Roads, and is well equipped to assist in our Christian Education programs to cultivate our next generation of excelling leadership in Biblical Studies.

Dr. Freddie Marshall, M.Div., Ph.D.
Sacramental Theology
Dr. Freddie Marshall is a seasoned pastor, counselor, and educator with more than 30 years of ministry and academic leadership. He holds a Ph.D. in Cognitive Studies, a Master of Divinity in Organizational Communication, and a B.A. in Psychology. As Senior Pastor of Christ Cathedral of The Triad in Greensboro, NC, he has demonstrated expertise in faith-based counseling, organizational development, and spiritual formation, which he now brings to Acts of Grace Bible College & Theological Seminary to equip future leaders in Sacramental theology, Theology, & ministry.
Dana O. Leaphart
LCSW
Mental Health Instructor
Dana O. Leaphart, LCSW is a licensed clinical social worker and founder of The Stress Stop in Hampton Roads. With over a decade of experience, she provides trauma-informed, holistic, and strength-based care for individuals, families, and groups. Dana specializes in treating anxiety, depression, PTSD, ADHD, grief, and family challenges, using approaches such as Cognitive Behavioral Therapy (CBT), mindfulness, play therapy, psychodynamic, and family therapy. In addition to her private practice, she will serve as an instructor for the Mental Health Continued Education Unit (CEU) Program at Acts of Grace Bible College & Theological Seminary, bringing her clinical expertise and passion for wellness to equip students with practical, professional tools for ministry and community care.
Ms. Larisa D. Harris, M.Ed.

Ms. Larisa D. Harris brings a wealth of expertise in education and finance to Acts of Grace Bible College & Theological Seminary. She holds a Master of Education degree and is a Certified School Finance Officer (SFO), combining strong academic preparation with professional certification in financial leadership. With extensive experience in fiscal management, organizational development, and educational administration, Ms. Harris is committed to ensuring sound stewardship and supporting the mission of theological education. Her leadership reflects both excellence and integrity, equipping the institution to serve students with stability, accountability, and vision.

Dr. Tremayne M. Johnson Ph.d.,
Theology & Ministry
Constructive Theology
Rev. Dr. Tremayne M. Johnson, a native of North Carolina, brings over two decades of academic, ministerial, and civic leadership experience. He is a graduate of Fayetteville State University (B.A. in Middle Grades Education with a second major in Math and minor in Science), Duke University (M.Div., 2008), and United Theological Seminary (D.Min., 2015). At Duke, he was awarded the prestigious Jameson Jones Preaching Award for excellence in preaching. He has also been conferred honorary doctorates from the North Carolina College of Theology (Th.D.) and Canaan School of Theology (D.D.). Currently, Dr. Johnson is pursuing a Ph.D. in Cross-Cultural Communication at Regent University, where his research centers on how African American faith communities use digital media to shape identity, respond to social crises, and communicate during moments of disruption. His academic approach integrates critical cultural studies, rhetorical theory, and religious communication. A former educator in North Carolina’s public school system, Dr. Johnson has also served on numerous civic and ministry-related boards, including HRCAP, the Peninsula CARES Foundation, and the Commonwealth’s Attorney Community Board for Newport News. He is a member of Alpha Phi Alpha Fraternity, Inc. and the immediate past president of both the Coalition of Concerned Clergy Inc. and the Peninsula Pastors’ Council of Hampton Roads. Dr. Johnson brings a powerful blend of scholarship, experience, and cultural insight to the classroom and is excited to share his instructional gifts with students at Acts of Grace Bible College & Theological Seminary.
